 Suggestion to convene an all-party meeting including UML

Kathmandu, Sept 13 (RSS): After the main opposition party was absent from the all-party meeting convened by Speaker Agni Prasad Sapkota today to remove the stalemate in the federal parliament, no meaningful conclusion could be reached.    
The CPN (UML) has been obstructing the proceedings of the House since September 8. The absence of the same party in the all-party meeting held for the purpose of removing the obstruction has not resulted in any meaningful conclusion.    
The leaders who participated in the meeting requested the Speaker to convene an all-party meeting after holding discussions with the main opposition. Stating that it is not good to create obstruction in the House for a long time, they stressed on the need to find a just solution by going through the process.    
During the meeting, Speaker Sapkota and Minister for Law, Justice and Parliamentary Affairs Gyanendra Bahadur Karki briefed about the previous efforts to clear the obstruction of the House.    
There is an obligation to take forward the issues related to the budget of the current fiscal year. The budget has to be passed by September 15. According to the ruling party, obstructing the proceedings of the House by the main opposition with ‘unfulfilled demands’ is not a matter in itself.    
In the meeting of the House of Representatives, the Speaker has been repeatedly drawing attention not to obstruct the discussion of the issue under consideration in the Supreme Court. The UML leaders have also filed a case in the Supreme Court saying that the speaker has not made a proper decision on the expulsion of 14 lawmakers.    
Even on Sunday, the Speaker had a discussion with Law Minister Karki and UML Chief Whip and Whip at the Federal Parliament Building. During the discussion, UML had demanded the publication of information on the action taken by its party against 14 lawmakers.    
After the Election Commission had registered a party called CPN (Unified Socialist), the Speaker had decided not to take action on the complaint filed by the UML. Objecting to the same issue, UML has been continuously obstructing the House proceedings.    
At the all-party meeting held at the Federal Parliament Building, the leaders of the parties represented in the parliament suggested the speaker to take the initiative to convene a meeting with the UML once again. After the meeting, Chairman of the Democratic Socialist Party, Mahanta Thakur, informed that he had suggested the Speaker to convene an all-party meeting once again as there was no concrete progress in today’s meeting due to the absence of the main opposition party.    
Law Minister Karki, who participated in today’s meeting, had said that UML did not want to participate in the meeting.    
After the all-party meeting, Rastriya Janamorcha MP Durga Poudel said that there was no conclusion on the main agenda of the meeting due to the absence of the opposition. “The stalemate in the parliament will not end without the main opposition. Today’s common conclusion is that the speaker should try again, ”said MP Poudel.    
The meeting was attended by Prime Minister and NC President Sher Bahadur Deuba, CPN (Maoist Center) Chairman Pushpa Kamal Dahal ‘Prachanda’, CPN (Unified Socialist) Chair Madhav Kumar Nepal, Janata Samajwadi Party Chair Upendra Yadav, Democratic Socialist Chair Mahanta Thakur, NWPP’s Prem Suwal and RPP’s Rajendra Lingden.
